1つ目：ファクトチェッカーを廃止し、米国を皮切りにX（旧Twitter）の「コミュニティノート」に似たシステムに置き換えます。2016年にトランプ氏が初めて当選した後、旧来のメディアは、誤情報が民主主義への脅威だと非難し続けました。私たちはその懸念に真摯に対応しようと努力しましたが、ファクトチェッカーはあまりに政治的に偏りすぎ、多くの場合信頼を築くどころか、むしろ破壊してしまいました。今後数カ月かけて、より包括的なコミュニティノートシステムを段階的に導入していきます。
2つ目：コンテンツポリシーを簡素化し、移民やジェンダーといったトピックに関する制約を撤廃します。本来、包括性を高めるために始まった運動が、異なる意見を持つ人々を排除する手段として使われるようになり、行き過ぎてしまいました。私たちは、すべての人が信念や体験を自由に共有できる場を提供したいと考えています。
3つ目：ポリシーの執行方法を見直し、誤った検閲を減らします。以前は、ポリシー違反をスキャンするフィルターを使用していましたが、今後はフィルターを違法行為や重大な違反に重点を置くよう調整します。それ以外の軽微な違反については、誰かが報告した場合のみ対応します。これにより、誤った検閲が大幅に減少することを期待しています。さらに、フィルターがコンテンツを削除する際の基準をより厳しく設定し、間違って投稿やアカウントを削除するケースを減らします。
4つ目：政治関連コンテンツを再導入します。一時的にコミュニティの要望に応じて政治投稿の推奨を停止していましたが、最近では再びこの種のコンテンツを求める声が増えてきました。これを受けて、Facebook、Instagram、Threadsで段階的に再導入しつつ、コミュニティのポジティブで友好的な雰囲気を保つよう努めます。
5つ目：信頼性向上のため、信頼・安全チームとコンテンツモデレーションチームをカリフォルニアから移転し、米国内ではテキサスを拠点とします。これにより、チームの偏りに対する懸念が軽減され、より信頼できる環境で業務を進められると考えています。
6つ目：トランプ大統領と協力し、アメリカ企業に対する検閲を推進する各国政府に立ち向かいます。アメリカは世界で最も強力な表現の自由の憲法的保護を有していますが、ヨーロッパでは検閲を制度化する法律が増加し、イノベーションを困難にしています。ラテンアメリカ諸国では秘密裏にコンテンツ削除を命じる裁判所が存在し、中国では私たちのアプリが国全体で使用を禁止されています。この世界的な検閲の流れに立ち向かう唯一の方法は、アメリカ政府の支援を得ることです。
これを実現するには時間がかかります。これらは非常に複雑なシステムであり、完全に完璧にすることは不可能です。また、違法なコンテンツについては今後も厳しく対処していきます。しかし重要なのは、コンテンツ削除を中心としたモデレーションから脱却し、ミスを減らし、システムを簡素化し、人々に声を届けるという原点に立ち返ることです。

"Hey everyone. I want to talk about something important today because it's time to get back to our roots around free expression on Facebook and Instagram. I started building social media to give people a voice. I gave a speech at Georgetown five years ago about the importance of protecting free expression, and I still believe this today, but a lot has happened over the last several years.
There's been widespread debate about the potential harms from online content. Governments and legacy media have pushed to censor more and more. A lot of this is clearly political, but there's also a lot of legitimately bad stuff out there: drugs, terrorism, child exploitation. These are things that we take very seriously, and I want to make sure that we handle responsibly. So we built a lot of complex systems to moderate content, but the problem with complex systems is they make mistakes—even if they accidentally censor just 1% of posts... that's millions of people. And we've reached a point where it's just too many mistakes and too much censorship. The recent elections also feel like a cultural tipping point towards, once again, prioritizing speech. So, we're going to get back to our roots and focus on reducing mistakes, simplifying our policies, and restoring free expression on our platforms.
More specifically, here's what we're going to do:
First, we're going to get rid of fact-checkers and replace them with community notes similar to X (formerly Twitter), starting in the US. After Trump first got elected in 2016, the legacy media wrote nonstop about how misinformation was a threat to democracy. We tried in good faith to address those concerns without becoming the arbiters of truth, but the fact-checkers have just been too politically biased and have destroyed more trust than they've created, especially in the US. So over the next couple of months, we're going to phase in a more comprehensive community notes system.
Second, we're going to simplify our content policies and get rid of a bunch of restrictions on topics like immigration and gender that are just out of touch with mainstream discourse. What started as a movement to be more inclusive has increasingly been used to shut down opinions and shut out people with different ideas—and it's gone too far. So, I want to make sure that people can share their beliefs and experiences on our platforms.
